Our Team

Chris Jordan
General Relief Administrator
The Director of General Relief and Assistance is an appointed position, and its offices are located at the County Office Building.

About

County General Assistance shall be provided to residents of the county as mandated in the Code of Iowa, Chapter 252.25. The purpose and policy of such provisions of relief, where appropriate, is to direct the applicant in removing barriers to self-sufficiency and economic self-support to prevent, reduce, or eliminate dependency. The Director is responsible for the management and day-to-day decision-making in accordance with the Clayton County General Assistance Ordinance. Recipients must be under certain income guidelines and resource limitations. Services are provided in payment for such items as rent, food, utilities, and medical assistance.

Community Action

Please Note: The Northeast Iowa Community Action ("Community Action") is a separate and independent non-profit organization that serves the northeast Iowa region. Community Action has developed an impressive network of partners that connects eligible residents to available programs. Clayton County encourages all residents to first engage Community Action prior to submitting a general relief application by booking an appointment with them.

Low Income Home Energy Assistance (LIHEAP) Program

LIHEAP is designed to aid qualifying homeowners and renters in the payment of a portion of their residential heating costs for the winter heating season and provide financial assistance for an energy crisis. Learn more on the LIHEAP website.
