The Clayton County Auditor's Office supplies alcoholic beverage application and renewal forms for all Clayton County establishments located outside any city limits who wish to sell alcoholic beverages. The Auditor's Office will also assist the applicant in interpreting the rules and regulations as set forth by the State of Iowa Alcoholic Beverages Division.
Alcohol licensing in Iowa is a joint effort of the applicant, local authority (city or county), and the Iowa Department of Revenue, Alcohol and Tax Operations Division.
If you want to sell, wholesale, manufacture, or import alcohol in Iowa, you have to meet certain requirements about yourself and the location where you want to sell it.
Anyone in Iowa who profits from the sale of alcohol must obtain a license to do so legally.
Local city and county authorities, along with the Division, work together to check the backgrounds of applicants and their proposed premises to make sure they meet all the necessary licensing requirements.

The Clayton County Auditor's Office supplies retail cigarette applications for all Clayton County establishments located outside any city limits who wish to obtain a permit to sell retail cigarettes.
The completed application through GovConnectIowa is submitted for approval to the Clayton County Board of Supervisors. After approval, the Clayton County Auditor's office issues the permit to the applicant. Once the applicant has received their permit, they must post it at the establishment in full view of the public.
All retail cigarette permits expire on the next June 30th after issue. Permits cannot be issued for longer than one year. They will be issued for shorter periods of time if purchased after July 1, and the fee will be prorated.
Fireworks Permits are required for the display of fireworks and are issued by the Auditor's Office. The operator of said display must be certified as a Display Fireworks Operator by the Pyrotechnics Guild International, Inc.; possess a current, valid fireworks license; or demonstrate an equivalent degree of formal fireworks safety training and experience to the satisfaction of the Board of Supervisors.
Open Burning permits are needed for a controlled burn to be conducted during a period of time when an open burning ban is in effect, pursuant to Iowa Code 100.40. After completion, the form is to be submitted to the fire chief of the jurisdiction in which the burn is requested. It does not constitute a burning permit until signed by the fire chief.
